Can in-alienated property be given on lease

If it is said that the property cannot be alienated, then does it include that it cannot be given on lease aswell ?

In property law, alienation is the capacity for a piece of property or a property right to be sold or otherwise transferred from one party to another. Although property is generally deemed to be alienable, it may be subject to restraints on alienation.

If the property cannot be alienated and is given on lease then in who's name shall the agreement be made. So the restrains would be there and a person cannot get a valid lease agreement made.
