Can I get legal ownership of KHB HOUSING flat with khata endorsement

I am purchasing a flat in KHB from my owner,who already purchased from other. Now, my lawyer said that flat khata will not get transfer in KHB housing society but you can proceed with khata enforcement. Now I am confused, If I purchased that flat, I will be able to sale it again with khata enforcement or not? nIs khata endorsement legally authorized me to have ownership of that flat.
Khata is the recording of one's property in the books of the Government (here BBMP). When one registers Sale Deed with the BDA, it is just an agreement between the seller and the buyer but when the Khata (of the property) is registered/transferred to one's name, it means the property is in the current owner's name in the government books.
