Can I authorize any person to withdraw duplicate copy of property

Can it is authorized and permissible anyone person withdraw the copy ( duplicate copy of original property registry) by the court / office of suvidha center / record room in the registry / office of the sub-registrar without permissible of the owner of the property and absence knowledge of the owner, any type of authorized signature of the original property owner while he/she is alive. pls help me
Only the owner can authorize a person to withdraw the property papers on his behalf. The owner can issue a Power of Attorney for such person which will authorize him to act on behalf of the owner.
