Can father transfer brother's share in property to daughter

After my mother death my house is divided in 3.my father,brother n me.father wants that brother sare give to daughter n brother is not giving .how can legaly my house can be transfered to daughter(me)name.house is purchased with father income.n brother is not living with father.
If the father wants to give the property during his life time then he will have to execute Gift Deed in favour of his daugther.
The same needs to be registered and proper stamp duty has to be paid. If he intends to give after his lifetime, then he can execute a Registered Will in favour of his daugther.
