Can Builder ask additional water charges despite paying maintenance

I will like to know if the Builder can additionally ask for water consumption charges despite the payment of 4 years of Maintenance Charges already paid to the Builder in Jan 2017(i.e. 1 Year passed). FYI, Below are the Plumbing maintenance activities listed by the builder in the sale Deed and there is no separate mention that Builder shall be charging water consumption charges separately :  Softener plant maintenance for swimming pool  Checking sewage treatment plant pumps and checking running condition of motors  Filling water in all water tanks  Checking wet raisers  Overhead tank water supply pumps maintenance (does not include AMC and other repairs)  Common area water supply line checking  Sewage line checking Kindly Guide if the Builder can ask for the additional water consumption charges on top of the Maintenance charges.

you can claim them if asked and for such provision of any additional amount is demanded or the provision is refused to give than offered you can approach a consumer court for damages and restoration so please be advised
