Can brothers take all of fathers property without sister's permission

My mother have a four yonger brothers. My grandfather ( mother's father ) has their property, grandfather and grandmother both are dead but they didn't make any will about property distribution. My Ques is that, Can my uncles claim that property on their name without my mother's permission?
