Can authority stop construction of boundary on my own land

We have a land which was made dumping ground by people living nearby so as to get rid of all the waste dump we started boundary construction on our land. After few days j.e. of development authority of our district arrived and tried to stop the construction work SAYING THAT ONE CAN PUT BOUNDARY UPTO 5 FEETS ONLY. WHILE WE HAD ALREADY CONTRUCTED BOUNDARY UPTO 8 FEETS . WE HAVE THAT LAND OF ABOUT 6,750 SQ. FEET LAND AND IS ON THE NAME OF FOUR LANDLORDS.

Everyone has right to save his property and if people are making your land as dumping ground it is illegal. Development authorities makes their own rules, applicable in that city only for proper regulation and development of cities and without prior permission you can not raise construction.
So contact at your development authority's office and demand them for a copy of the rule which prohibits raising boundary wall of 8 feet.
If there is any such type of rule exists then you may request them for regularisation of the same and if there is no such rule, you are free to raise your construction.
