Can an already constructed flat be registered after buying

I am planning to buy a flat constructed on a 30*40 plot size. The apartment is of 4 floors and has 1 flat per floor. Can this flat be registered?

Registration of flat is very important. It is the deed of conveyance which allow you to own the property. As per Transfer of Property Act every transfer of immovable property shall be by way of registered document.

Occupancy certificate will be issued after ensuring that the apartment is in conformity with all the laws and regulations and there are no violations. So, you have to scrutinise the documents and if you see good possibility of the premises getting OC, then go for it.
