Can a property be transferred without consent of person who has share

The property in the name of XYZ has written WILL to her son ABC and grandson PQR. If not used by her son than grand son can be used as per WILL written. But now, ABC wants to transfer that property to his son's wife(daughter in law) DEF. Beacause PQR character is not good. Is it possible to do without knowledge of PQR? If settlement deed made means stamp duty charges as per family settlement charges or others?

No, the property cannot be transferred without the consent of the person who has a share.
for example to your query, if the property was in your name then your brother does not have any right to sell it. Legally you will be the sole owner and only you have the right to sell it to anyone.
