Can a housing society do elections without registering society?

In near future our building is going for a redevelopment, Now the builder has advise us to form committee members. But our society is still not registered. Can you please explain the process of registration of housing society & Can we do elections before registration of housing society.
In case of redevelopment a redevelopment committee is required to be formed in order to complete all the requisite procedures. The redevelopment committee is reportable to the managing committee and fresh elections are not required to be conducted unless the committee has completed its term.
