Buying property in green field in slilt parking area on GPA in noida

Want to buy a 2bhk in slilt parking by owner(current resident). Owner has just a GPA IN GREEN FIELD block B colony faridabad.flat is constructed in ground floor in parking area. Can we buy that flat. How is possible to have gpa by noida while property in haryana
GPA further can not give GPA to another person only the registered owner can proceed further. GPA holder can sell it but since the document for sell can not be got registered so the seller might have asked for executing GPA. GPA can be registered any where.
