Buying of a car from a non resident

"I want to buy a car from an owner who resides outside India. He suggested I send the stamp paper to him, and he would return it signed with the necessary RTO forms. However, a notary here said it can't be notarized since the seller is abroad. When I informed the seller, he mentioned knowing a lawyer who could notarize it, but advised me to keep the courier slip as proof. Is stamp paper valid without notary or notary is must? Can notary is possible if person is out of india?

Ask the seller to get the same notarised by his local notary public (abroad) and single side notary for his signature only. when you receive it in India, get it registered with your signature under one local witness and any advocate would get it registered with the govt authority as well. this is the best and legally valid option cum final solution for the issue . for more details please connect with appointment for meeting, using contact details in profile.

If you are ready to pay the variable stamp duties, there is a way. You may ask for the document to be notarized before the Notary Public of the concerned foreign country. Then the owner may send it through courier and you can get the document registered before the concerned SRO in India.
