Buying a hutment, that is going for redevelopment under SRA scheme

Buying a flat in Mumbai is too expensive for a middle class but everyone dreams to own a property in Mumbai. So, we got to know that ' Janta colony' in Worli, Mumbai is going for redevelopment and one of my friend's friend offer to buy a hutment so after redevelopment we can get a flat. The document of that hutment is clear, but the first owner has given the POA to the second and the light bill/ration has the name of second (present owner). SO how safe it is to buy this hutment?

POa does not transfer ownership a valid sale deed or conveyance deed is necessary for legal ownership transfer Electricity bill and ration card are not proof of ownership Check the property title & documentation properly then only move further for the process
