Buying a flat on a leasehold land is it safe to buy flat on such land

One area in pune of karvenagar is on leasehold entire area, many individual houses are there on it, one builder has constructed flat on it i am looking to buy it, but he is telling that Kararnama can be done and khredikat can be done on it, so what is Kararnama, and is it safe to buy flat on such land cuz many areas for now people are residing on such land for 30 years now
Yes you can buy, the only thing you need to check with the authorities is that the construction of the flat is allowed by the original lease and further lease should also permit sale of the flat to the third party
