builder unable to provide water connection in our apartment

i have purchased flat in delhi in year 2017 and till date builder not provided water connection of delhi jal board.when asked the same to builder then he said that delhi jal board saying that the construction is made on 300yrd( 16 flats , per floor 4 flat, ground floor is parking) so water connection for individual capacity of flat owner can not be provided. as per DJB ,ruling is that water connection in individual capacity can be provided only when construction area is less then 300yrd. however registry of plots is in two parts each having area is 150yrds. kindly guide how we can get water connection in this situation in individual capacity.
if the liability or responsibility to provide the water connection was of the Builder then you have remedies available in law. first of all you can a complaint against him before the consumer Court. you can in your complaint also pray for compensation from the builder. moreover if your builder is rera complaint then you can file a complaint before the rera. to start with, in either case you will need to send a legal notice to the Builder which for you will need to get in touch with a competent lawyer, who can ensure that all your rights are protected as per the agreement while sending the legal notice .
