Builder requesting late payment fees although delayed the whole projec

Hi,
So the issue is there is a property I bought in 2020 with possession by 2021. The project was already delayed and COVID-19 happened. He has to cover himself up, and ask for RERA extension on multiple occasions, Now he got a part OC for the tower we are living in and has given us a demand letter on payment of all the remaining amount otherwise late payment charges. Remember he has not completed all the promised amenities. I paid the whole amount, but now he is saying pay for the late charges
This is my advice to you:
1 Firstly issue a Legal Notice by a lawyer;
2 Then you can file a complaint at RERA office;
3 You can also file a civil case for wrongful recovery of money;
4 Need more details for proper advice
