builder refuse to me refund money whence i asked to him

i had book flat in chiplun . i had given to builder 9 lac rupees . until yet now nothing to done agreement. when i ask to him about agreement then he given to me agreement copies for reading i read but i refuse the sign on agreement because of illegal terms and conditions .he didnt agree to change then i ask to him refund please then he refused.
