Builder not responding to my cancellation request what can I do

I have booked shop in mohaly in 2009 under pre launch & assured return but co i.s TDI make agreement in 2012. Now in 2015 they give possession but due to short of money I asked builder to rrefund. After sending letters &mails they never reply. What should I do as I made payment 16 lakh in cash & bal thru cheque. Moreover they mentioned in agreement that if possession will not taken EMD deducted & interest will not pay. Pl tell me whether this assured return is part of interest? As they are not replying they have to pay interest ?
