Builder not giving possession of flat and further asking for interest

After more than 4 years, builder not completed work of building ( work in progress ) , but as per mentioned in agreement , he asking for 12 % interest from buiyer. pl suggest action.
You can send a legal notice to the builder demanding the refund of the total money along with the compensation and if the builder denies to comply to the same then you can file a complaint in the consumer forum against the builder claiming the payment as well as the compensation for deficiency of service.
