Builder is not completing the project since 2 years what should i do

Sir I have booked a 3 bhk flat ada approved here in Agra builder was supposed to give the possession in may 2014 but he has not completed the project till now date and not even telling the proper date now nor he us talking about any compensiation my bank loan is also running of 21 lakhs and I am paying the regular instalments plz help
1) what are the clauses in your agreement regarding delivery of possession ?
2) does agreement contain clause as to payment of interest for delay in delivery of possession
3) you can move consumer forum against builder and seek orders to direct builder to deliver possession of flat within stipulated period
4) also claim interest for delay in delivery of possession
5) you can also seek compensation for mental torture undergone by you on account of failure of builder to deliver possession of flat
