Builder gave possession but not light meter and other pending work

Hi,
I have a shop that had gone in redevelopment and post the redevelopment the builder has given us the possession of the same but has not installed electricity meter and also has kept a lot of work pending.
My questions are:
1) if there’s any legal way to pressurise the builder to put the electricity meter as soon as possible?
2) If the builder sends out a light bill later asking to pay then how do I know that it was accurate and from the date of possession only and not from before that.
