Builder forcing tenant of one shop to move inside the mall. what to do

Maharashtra rent control act 1998 is used for tenants .for example if 11 shop are there in road facing and out 11 he bought 3 shop of last one.from shop 1 to shop 7 he is giving road facing shop except shop 5 which is middle of the building.he is harassing and treating to shop no 5 tenants to take shop inside the mall.building is before 1950 old .can he use 354 of mmc act or he can give the municipal corporation to road widening when there is redevelopment of private property.can we take stay when 90% is satisfied with builder.he is doing unfair and un justice to shop no 5 .what we can do.
As per your query,you have made agreement with landlord. whether this agreement is registered before the sub-registrar or not .whether you have mention in the agreement the lock inn period ? You can proceed.
