Dear Sir/Madam,
You can file a complaint against the Builder for Deficiency in Service and unfair Trade Practises under Consumer Protection Act and seek directions against the builder for providing the amenities as promised to you in the Project or you can seek refund of money paid by you towards the additional amenities. You can also claim damages from the Builder.
Feel Free to get in touch to seek further assistance.

Dear client,
If you are having proof of it then lodge police compliant against your builder.
But I advice you that first properly check brochure, aminities was for your project or was it just mentioned for example.
Check your registered sale agreement too. Was these amenities mentioned in your agreement?
If you have full proof of all this you can go file even consumer complaint in consumer court.
