Builder delaying flat. What is the legal validity of contract entered?

I have booked a flat with developer and made a contract on Rs100 stamp paper. After 3 yrs so no development. I want to know legal validity of it.
You can file a complaint under section 2(g) of Consumer Protection Act for deficiency in services after sending a legal notice to the builder for the repayment of the amount you deposited or paid. After sending the legal notice, you can file a above-said complaint.
