Builder delay the construction and cheating

Builder delay the building construction and without handing over , he raise the bill against the building construction . he send a legal notice for the pending amount . We didn't receive any legal notice by hand officially. After that we knew by other friends. They told builder going to take over the building legally for his balance amount dues. It is possible? no ... not a possible .. u first complaint registered in local police that Engineer asking huge money from u ... and he's in any engineering association there also register a compliant...
