Builder charged extra money charging tax how can I get refund

In sept 2016 i bought a villa and got it registered in december 2016. Builder mad me pay VAT @1.25% on registered sale value, vat @1.25% on rest of sale value ;service tax @ 4.5% on registered sale value and service tax @6% on rest of sale value. After reading couple of articles i feel VAT & ST should not be levied on rest of sale value. Builder is not sharing receipts from govt for VAT & ST. want to take your opinion is it right to charge these taxes if wrong how should i approach builder for refund?

You can send him a legal notice and state your demands and concerns. If he does not comply with your demands then you can file a recovery suit against him under order 32 of the civil procedure code in the court of civil jurisdiction. You can also file a complaint in the consumer forum.
