Builder asking for stamp duty according to market value

Booked a flat under construction in Jan 2011 of agreemnt value Rs 4000psf on 675 area (27 lacs) at Mira road.I haven't done stampduty n registeratn. Till date June16 the construction is on and building will ready for possessn before diwali Oct 2016.Today i want to do stamp duty registration but the builder is ready to do it on the market value that's 35 lacs and not 27 lacs which is my agreement value. The differenc of 8 lacs the builder is saying he will pay me in cash and the builder is charging 35% tax on 8 lacs..And do I have to pay transfer fee to buildr since I'm alloted.I'm Christian.

Sir depend up on the religion the stamp duty is not calculated. It is calculated as per ready reckon-er rate provided by government.
Have you done agreement to sale? what amount is mentioned in it.? Dont believe on verbal commitment. Instead of taking 8 lakh in cash and again charging 35% on it pay him agreed consideration only.
