If you have bought the property during 2007, whether you got physical possession of the property after purchasing it?, If so, whether the vendor is trying to occupy your property by using force?
If you have not taken physical possession of teh property, whether you tried to obtain the physical possession anytime after that? Have you mutated the revenue records on your name?
First try to do all these and if he objects then you can think of filing a permanent injunction suit restraining him from interfering in your possession and enjoyment of the same.
If he is trying to prevent you from taking possession of property, you may seek the help of police by lodging a criminal complaint against him for cheating and assault offences.
You need not file a declaration suit to declare either your title or to declare his subsequent registration as null and void etc.
Let him file a suit to declare his title to the property, you cn challenge and defend it from your side.
