Booking cancellation and builder is deducting 3% on agreement value

After cancelling booking the builder is charging 3% on agreement value of 3492000. I made application with them then they deducting 1%. So I did reapplication then they are deducting service tax on 20% amount on the amount which I did not paid even of 33000.
Sir,
I builder has right to forfeit certain amount from the booking amount if the booking is cancelled in future.
Please read your allotment letter carefully there may be some clause mention on cancellation of booking and if you have not taken allotment letter then you have to pay as per internal policies of builders.

the builder can not charge any cancelation charges witch are not agreed as per agreement . there will be no service tax on cancelled sale . i would require more details to advice on action to be taken for recovery of payment made to builder .
