Best way to gift a piece of land to son in law

There is a piece of unapproved housing layout around 4000 sq.feet and my mother wants to gift half of this to my brother-in-law, i.e., her son-in-law. What is the best way to do this with minimum registration fee. Heard of Gift and Settlement deed but not sure if settlement deed allows to gift a land to son-in-law. Additional Information: 1. This land was bought by my mother from her savings (not ancestral property) 2. Religion: Hindu

Please understand whether the transfer of unapproved site or approved site what ever may be the nature. To have permanent solution, she have to sell the portion.

To reduce the stamp duty, she can gift or settle the same to her son in law but he is not her heir or family member. He is a third person. Therefore the stamp duty to third person is different than the legal heir or family members.

Since the property was purchased out of her sole earnings then it is her absolute property she can do what ever things to be done on the property.
