Applicability of Model Building By Laws 2016

Is the Municipal Building By-laws 2015 (Punjab) legally applicable in current date ?
The 2015 Model Law has been succeeded by the Punjab Municipal Building Bye-Laws, 2017. These shall come into force on such date, as the Government may by notification, appoint .As of now, they have not been incorporated as a law and hence are not legally binding.
