applicability of contempt of court on stay order

I filed a writ petition in rajasthan high court in which the court granted a stay order which reads:nn"on the stay application petitioner states that she is still having possession of the plot and status quo would be allowed to be maintainednnit is therefore directed that in the meanwhile, the status quo will be maintained"nni want to know does this mean that i cannot do any construction in the plot, it is to be noted that none of the parties demanded any order against construction activity in this case.
