an NRI position legally to create joint ownership in wife's name

My brother is an NRI and he owns a flat in his own name in Pune. He wants to create joint ownership under his wife's name who is also a NRI. Need advice on the step by step procedure and what all documents are needed to have the procedure initiated.
he can gift the 50 percent to his wife as there is no stamp duty on the same. for taxation purpose u need to contact a chartered accountant. if u need any help for the drafting of gift deed you can contact a lawyer for the same.
