Allottee sold his flat to my grandfather but not registry yet.

Agra development authority se flat (including plot) mere dada ji ne khareeda tha kisi known se jo ki original allottee the us flat ke.... But uske baad kisi ne bhi uski registry nahi karwayi aur kayi saal tak waha mere dada dadi aur father unke siblings rahe hain ...but after marriage sab alag alag settle ho gaye aur dada dadi bhi expire ho chuke hain... Waha ka bijli pani bill mere father pay karte hain..Kya us property ki registry hona possible hai ??
that flat you got from the original authority has to be mutated no bijli pani registration this has to go to the sub registrar authority after marriage sab alag alag rehne lage is liye mutated karana chahiye a suit for partition should be done
