After death of grandfather who has the right over the property

Dear sir My grand father has two sons and dead on Jun this year. after death my grand mother sold some property of village to settle expanse of hospitalization and death programs expanse. Younger son did not given a single money in Grand pa hospitalization and death program expense. Now he is asking for expanse details and saying grand MA that she doesn't have rights to sell any property and further he will only use village property. Is this correct. My grand MA live with us. She is around 70 years old. What I need to do pls help me to solve the problem. Thankyou
If your grandfather has not left any WILL then the property shall be divided in three shares ... his two son and his wife( your grandmother
once the share has been allocated you can freely enjoy the same .
