Additional fees for using clubhouse facilities in Housing Society

The Owners Association which has just taken over from the builder this month has placed a per hour fee to use the Billiards table, Yoga room over and above the monthly maintenance. This was previously not charged when the builders were taking care of Maintenance. The Bye-laws of the Association state that none of the facilities can be used for commercial purpose. The Association's justification is that charging would prevent beginners from playing, hence damaging the Billiards table. Is this allowed,can this be contested legally? Could these additional charges be considered commercial? Thanks

The Members of Association ask by Notice to call for Special General Meeting to discuss on the issue and arrange to settle the without any demand on par with commercial cost. Subsequently it was not resolved, you can contest legally.
