Unpaid electricity dues of Tenant electricity department harassing me

Sir, The electricity connection is in name of tenant and some electricity dues are still pending against that connection. Connection was disconnected in 2014. Now Recovery Certificate has been issued to collect such unpaid dues. Electricity department is harassing me for recovery. I am the landlord and resident of Uttar Pradesh, India. Property is situated in Uttar Pradesh, India. Facts: Electricity connection is in name of Tenant. Rent agreement is present and executed in 2010. Validity was for one year of such rent agreement. Rent agreement was not renewed till the time of vacating the premises after expiry in 2011. Please guide. Also please refer Rule 6.15 of Electricity Code 2005 and Section 56 of Electricity Act 2003
You are legally not required to pay the same. You can send a legal notice to the tenant demanding the payment of the dues, and if he still denies then you can provide the electricity board with the requisite details of the tenant and ask them to reimburse the said dues from him itself.
