Tenant left without paying electricity bills. How to recover

Our tenant left the house because electricity dept. disconnected the supply when he failed to pay the bills. He is harassing us and trying to avoid the situation. Now he is saying that he dont have money to pay the bills and giving useless excuses. Actually we have so much faith in his family due to this we gave our house on rent and allowed him to stay there without any rent agreement. But now his family also(elder brother and mother)refuses to pay the bills. Place- Baltana(Zirakpur) Punjab. Total bill- Rs 70,000+ Please suggest me path forward.
You can send him a legal notice demanding the said payment and if he still denies then you can file a recovery suit against him in the civil court claiming the money as well as litigation expenses and damages.
