Remedy against owner not issuing NOC to start business

I would like to start a snacks business in my pagdi shop, but owner not issuing NOC for the same. Kindly guide me
1. Firstly , In pagdi system , If the landlord giving this space for commercial used then you can used such space for commercial purpose & It is the duty of landlord to give consent/NOC to Tenant .
2. It is the duty of tenant , If tenant is used that shop for commercial purpose then Shop Act Licence/ Gumasta is mandatory for any Commercial Activity as per area of jurisdiction .
3. After issuing the licence , It is the right of tenant to take NOC from Landlord for using such space/shop for only commercial purpose .
4. It is the amicable duty of Landlord to give NOC/Consent Letter in Rs.100 stamp Paper for using such Shop/space for only Commercial purpose/activities after issuing the Shop Act Licence/ Gumasta as per area of license jurisdiction.
