Regarding refund of amount paid to PG before agreement

Sir, I have booked a PG in Kothrud, Pune and paid 80,000 by account transfer. And now I want to cancel my booking and the agreement hasn't been done till now. And the PG owner is not giving back the money. So could you please tell me what to do?
