Pagdi property notice sent by owners that lady doesnt need it

This is related to a Property in Mumbai under the old pagdi system contract. Property was occupied by an Old Age Lady(78) until she was not well and was hospitalised for a few weeks due to bone fracture. the house had long steep stairs and because of that she could not occupy that house for a year until she recovered and occupied this back in 2012. Now the Owners have sent a notice along with the Electricity Bill proof that since you had not occupied the property in 2012 you don't need it hence..What is the legality towards this claim? What does the rules say?

As the old lady had occupied the same property in question in 2012 and you are required to provide a sale deed if any to clarify the situation. Once the transfer of property took place, the Old lady is legally entitled to the ownership of the property.
