Noise due to fans working as generator and lot of vibration

Tenants living below our flat r not ready to mend fans that r creating lot of sound and vibration from last 2yrs . As AOA after so many complains mend the fans and fix two fans of tenants and we paid 950 for them .still one fan is working like hell but owner and tenant r not ready to fix so is there any body where we can complain and fix this and get my money refunded as I not interested in charity at all
tenant not ready to maintain the fans and vibrations notice since the past 2 years This is then when the aoa fixed the fans working Like them only one fan has been working so the owner and tenant is not answerable and not working it out
