Leave & Licence agreement not renewed by landlord, what action to take

I'm the Office bearer of my Society Managing Committee. One of our member has given his flat on rent last year with 11 months agreement valid till March 2017. The tenant is still staying in his flat and even after repeated reminders to the member, the rent agreement is still not renewed. In this case what action can Society take against the member who has not submitted their rent agreement copy.
The society has all the rights to take action against you if you have not made the agreement yet.you can talk to your owner for the renewal of the agreement . however the owner can also refuse to renew the agreement as he is not bound by anything to renew it.
