Landlords not honouring Consent Terms of 2013 approved by High Court

This query is for helping the tenants most of whom are senior citizens and pitted against landlords who in fact are white collared goons.. Query as under: 1) Landlords managed to buy in 2006 the dilapidated tenanted building owned by a public trust by colluding with corrupt Charity Commissioner who did not give chance to tenants to buy their premises.. 2) Immediately start harassing and threatening tenants to surrender their flats and leave. Most tenants are senior citizens.and for a association to deal with the rogue landlords. 3) After prolonged litigation in High Court landlords and the tenants file Consent Terms In 2013 due to limited resources. Where in land lords agreed to accommodated the tenants in the building/s to be redeveloped in 30 months and agreed to pay monthly compensation to tenants. 4) But they never intended to adhere to consent terms and did not start the construction work. Also stopped paying compensation to pressurize and force out the tenants. Remady ?
