Landlord is refusing to give back security deposit

I've been living in a flat near North Campus, Delhi, for a month. The landlady took ₹10,000 as a refundable security deposit (refundable after six months). She said she would draft a rental agreement but never did even after requesting multiple times The adjacent room, also her property, is occupied by a professional classical singer who practices loudly all day. This was intentionally hidden from me, and it's extremely disturbing. Landlady suggests we sort it out. Can I legally demand a refund?

First of all rather than going legally you should serve him/her a legal notice and in that notice you can write that either pay my money or face legal action which will be at your own risk. For more legal assistance I am just a call away.
