Is NOC from landlord required by tenants to repair building

I have a tenented building of 25 tenants in mumbai where i am the landlord. The building caught fire and now the tenants want to repair the building with their own funds through a MHADA contractor. What is the rights of the landlord. 1. Do the MHADA & TENNANTS have to take NOC from the landlord or can they bypass the landlord and carry out the repairs. 2. If NO NOC IS REQUIRED FROM THE LANDLORD, HOW CAN THE LANDLORD PUT A STOP TO THE REPAIRS.

This is my response to you:
1. MHADA and the tenants have to seek NOC from the landord to carry out the repairs;
2. Infact the landlord should give the permission to MHADA to carry out the repairs;
3. If the repairs are in the interest of the building the landlord must not stop the repairs;
4. If the landlord stops the repairs he could be looking for civil/criminal case to filed against him;
5. The landlord could also get a notice from the MHADA or the the municipal corporation;
6. It is in best interest to listen to the grievances of the tenants and get the matter settled amongst yourselves before the tenants decide to take any legal action.
