Illegal society managing committee

Hi, our society is having a committee self selected and not as per rules and recommendation laid down by govt. The committee members hold office of profit in society and some are not even society members. The committee members are willfully harassing other members who are helpless and poor. The society of very small with 19 members only.
This is my response to you:
1. Send them a legal notice;
2. If they do not respond then complain to the registrar of societies;
3. If there is no action against them then file a complaint to co-operative court;
4. Consult a local lawyer and take steps.
