How to get money back from the landlord

I gave my house-owner 20k rs and he is not returning that money.After telling him that I will ho to police,he returned half the amount but other half he is not returning.Now When I tell him that I will go to police,he tells 'go and complaint'. I filed non-congnisable complaint about it in police station but they are not taking any action as per law. I want to file private complaint to court. What shall be done?
In this case you can send him a legal notice through your lawyer stating the recovery of amount due.If he does not comply with the terms of the notice then you can file a suit against him under the recovery suit provisions of civil procedure code.If you want you can also file a complaint against him under section 420 of IPC for cheating.
