Electrical Issues in the rented house who is liable to pay

My question is that I stay in a rent house and the house has some electrical problems. When i switch on the TV or any other electrical appliances, power start fluctuating. Kindly let me know who has to take troubleshoot the issue? Is it tenant or the landlord. Please let me know

At the time of moving in, the Landlord is supposed to take care of the expenses and get everything fixed accordingly and the tenant is supposed to check it before moving in or intimate the landlord after moving in and inform for the change/ fix. Afterwards the landlord is not entitled to pay for the basic wear and tear of the house. You are supposed to pay for it. else you can speak to the landlord to share the expenses equally in case its some major problem. However for an accurate answer we would like to go throught the rent agreement.
