As per law Landlord is not ready to transfer Rent receipt in my Name

I have mother Orignal Tanant Ragistered Will, Brother NOC & have All Property related documents in my Family Names. Also we are only family staying with mother till time of her death & presently. Now our Building going under Redevelopment So Again required NOC of All Heirs. Also Brother has sent notice to me, Landlord & Developer that NOC is Fraud. Landlord not ready to transfer Rent receipt, Can I file case against Landlord on basis of NOC & Ragistered Mother Will & Laws are in my Favour
